6. Planning
To consider responses to applications to be determined by Herefordshire Council:
6.1. P210091/L – Listed Building Consent Wigmore, Mortimer, Rock Cottage Wigmore Leominster Herefordshire HR6 9UJ, Rock Cottage Wigmore Leominster Herefordshire HR6 9UJ, Proposed garden shed at end of the garden., Valid Extension requested. Extension agreed to 9 March.
6.2. Planning Consultation – 210335 – Cider Cottage, Wigmore Hall, Wigmore, Herefordshire HR6 9UL. Proposed works to three trees, which are all western Cedar have grown to an excessive size and or are causing damage to native deciduous trees. Tree 1-3 are required to be felled as they are of excessive size. Tree T1 is causing damage to mature Oak and Ash trees in close proximity, tree T2 is very close to stock fencing in field and prevents access to back of field, tree T3 is same issue as tree 2. Replanting has already taken/taking place in the same field. Extension agreed to 9 March.
6.3. P210432/K – Works to Trees in a Conservation Area Wigmore, Mortimer, Brook House Wigmore Leominster Herefordshire HR6 9UJ, Brook House Wigmore Leominster Herefordshire HR6 9UJ, Leylandii approximately 25m tall that is overgrown in hedge approximately 5m from house. Also causing damage to wall that makes up the culvert for the brook. Will replace with Yew which will be kept at height of hedge. Valid Extension agreed to 9 March.
6.4. P210754/PA7 – All others – Prior Approval. Wigmore, Mortimer, Land NW of Sunnybank Farm Birtley Wigmore Herefordshire HR6 9UQ, Land NW of Sunnybank Farm Birtley Wigmore Herefordshire HR6 9UQ, Application for prior notification for the installation of 14.97m telegraph pole style telecommunications mast, antennas, ground based equipment cabinets and ancillary development , Valid Deadline 22 March.
6.5. P210345/FH – Full Householder. Wigmore, Mortimer, Castle Way Wigmore Leominster Herefordshire HR6 9UD, Castle Way Wigmore Leominster Herefordshire HR6 9UD, Remove existing plastic cladding (white) from exterior walls (system-built, timber) on north and south elevations and bay window; batten/insulate and apply render finish (light beige). No change to existing brickwork. , Valid Deadline 22 March.
7. Neighbourhood Development Plan (NDP)
Motion. To establish a Working Group to review and as necessary update the 2019 NDP.
8. Wigmore Village Hall
8.1. To receive recommendations from Finance Working Group concerning the following matters:
8.1.1. Motion. To agree S133 Local Government Act (LGA) 1972 Grants Policy is not required.
8.1.2. Motion. Consider whether in light of recent correspondence from the Village Hall CIO in relation to the provision of public toilet facilities, WGPC wishes to reconsider the type of agreement it intends to arrange (i.e. by way of a grant or rental agreement). [Note Standing Order 7a “A resolution shall not be reversed within six months except either by a special motion, which requires written notice by at least ( 3 ) councillors to be given to the Proper Officer in accordance with standing order 9…”]
8.1.3. To consider Grant Application from Wigmore Village Hall.
8.1.4. To consider setting a percentage for equitable division of costs for 2021/22.
9. St James Church, Wigmore. To consider the Parish Council’s response to the following, received from the Secretary to Hereford Diocesan Mission and Pastoral Committee:
“Mission and Pastoral Measure 2011. Benefice of Wigmore Abbey Church of St James, Wigmore.
At the request of the parish, the Diocesan Mission and Pastoral Committee (“the Committee”) is considering making recommendations to the Bishop under the Mission and Pastoral Measure 2011 to close the church of St James, Wigmore. Before deciding on its recommendations to the Bishop, the Committee is required to ascertain the views of all the interested parties. The Committee will consider the views of all interested parties before coming to a final decision on what, if any, recommendations it should make to the Bishop.”

10. Closed Churchyard – Wigmore
10.1. Northern Boundary. To note advice from the Property Secretary, Hereford Diocese, that no further information is available on the northern boundary of the closed churchyard.
10.2. Northern Boundary. Motion. To request the Environmental Issues Working Group:
10.2.1. To assess and mark out the Parish Council’s assessment of the boundary.
10.2.2. To assess whether the damaged fence should be rebuilt, relocated or removed.
10.2.3. Tree 6 To consider options for collapsed bough from Tree 6 – Small-Leaved Lime (TPO G9) on northern side of St James Church.
10.3. To note advice received that a Parish Council may work on the Pound Common CL218, a Section 45 Common with no registered owner.
10.4. To note Applications on the Church of England online faculty system:
10.4.1. 2021-058675 Work on Veteran Lime Trees TPO 9 and TPO 14. List A. Matters may be undertaken without the need for consultation or faculty.
10.4.2. 2021-058677 Various works to trees. List B. The works may be implemented without faculty, subject to conditions.
11. Road Safety in the valley from Wigmore via Leinthall Starkes, Elton to Pipe Aston.
To note current status for proposals for temporary signage.
12. Dog Waste Bin / Notices. To consider
12.1. Motion. To fund collection of waste.
12.2. Motion. To purchase a waste bin to be placed by School Lane Footpath.
12.3. Motion. To provide signs reminding the public to clear up after their dogs, to be placed on School Lane.
12.4. Motion. To provide signs Please Clean up After Your Dog on Farmland on Public Rights of Way.
13. Roadside Verges
Motion. To reaffirm the 2019 WGPC decision and agreement with Balfour Beatty that road verges are not cut until late summer / autumn (except for any necessary safety cuts).
14. Bury Lane Playing Field
14.1. To note monthly inspection of play equipment.
14.2. Motion. To confirm the landowner’s offer to install a fence for public safety reasons and agree style of fencing.
15. Streetlights
To consider any action required to further arrangements for transferring responsibility of 10 streetlights from Wigmore Group Parish Council to Herefordshire Council.
16. Mortimer Voices Newsletter
16.1. Motion. To decide options for distribution under current COVID-19 restrictions.
16.2. Motion. To confirm terms under which Cllr Casbourne (BC) will edit the Newsletter for 2021.
16.2.1. BC will edit content, submissions, and layout of the newsletter.
16.2.2. The newsletter is a community publication and not under the control of the Parish Council.
16.2.3. The newsletter will be produced on a quarterly basis.
16.2.4. The editor will submit a copy to the Clerk for information and GDPR compliance check, prior to finalisation and issuing.
16.2.5. WGPC will be responsible for printing costs, and for distribution.
17. Litter picking
Motion. To consider arranging a Wigmore Group Parish Council Litter Pick on the C1019, from Wigmore to Pipe Aston.
18. Information items, correspondence & training. To note and action, as necessary.
