  1. TO RECEIVE APOLOGIES FOR ABSENCE.
  1. TO RECEIVE DECLARATIONS OF INTEREST & WRITTEN DISPENSATION REQUESTS.
  1. OPEN SESSION: To hear views and receive presentations and brief reports as follows:
  • 1 Mortimer Ward Councillor Carole Gandy
  • 2 Chairman and other councillors as appropriate
  • 3 To hear the views of residents on Parish matters in respect of the business on the agenda.
  1. TO ADOPT THE MINUTES OF THE PREVIOUS MEETING: – 2nd September 2019
  1. FINANCE:

5.1 To approve payments from General Funds as listed on the Information sheet.

5.2 To receive the 1st and 2nd quarter financial reports.

5.3 To discuss arrangements for Budget Setting Working Group in preparation for

2020-21 budget setting and precept request.

  1. STREETLIGHTS: To consider contract for new electricity supplier for the parish council owned (Decision deferred from September meeting)
  1. MORTIMER VILLAGES WEBSITE:

7.1 To approve White Digital’s charges for the website to commence on 1st November. (Decision deferred from September meeting)

7.2 To consider upgrade to website as recommended in independent report.

  1. 8. WIGMORE CLOSED CHURCHYARD: To receive the Diocesan Advisory Committee’s (DAC) Quinquennial inspection report and consider its recommendations. (Decision deferred from September meeting)
  1. WIGMORE GPC POLICIES: To review and adopt the new Model Financial Regulations as recommended by NALC. (Decision deferred from September meeting)
  1. PLANNING:

10.1 To consider comments on the following application to be determined by Herefordshire Council:

193370 – Wigmore Hall, Wigmore, HR6 9UL – Fell large dead over mature Beech tree adjacent to highway south of Wigmore Hall drive entrance, on the west side of A4110 for reasons of Health and safety of passing highway users.

193122 – Land to the North of Bury Court, Ford Street, Wigmore – Site for the erection of nine dwelling houses and new access.

10.2 Updates on previous planning applications – see Information sheet.

  1. LICENCE APPLICATION: Application to grant a premises licence – The Castle Inn, Wigmore.
  1. HIGHWAYS:

12.1 To consider applying for a stopping up order to erect bollards on Bury Lane that will close off the lane to through traffic.

12.2 To consider the quote for installing Wigmore village sign on the C1019 at the start of the village.

  1. PUBLIC REALM MAINTENANCE:

13.1 To consider hiring a contractor for grounds maintenance of the public areas of Kings and Queens Meadow that are not BBLP’s responsibility.

13.2 To consider and progress the use of working groups to define, specify and propose solutions for projects and submit reports to the WGPC for decisions.

  1. BURY LANE COMMUNITY & PLAYING FIELD:

14.1 To consider quotes for grounds maintenance of the field for 2020-21

14.2 To consider the present condition of the pump track and options for its future maintenance.

  1. WIGMORE VILLAGE HALL: To consider the proposal that WGPC cancels its broadband contract with Plusnet and the village hall committee will install an equivalent facility at its cost, providing the WGPC makes an agreed appropriate annual contribution.
  1. HEREFORDSHIRE PUBLIC GREEN SPACES COMMUNITY GRANT SCHEME 2019-20: To consider whether WGPC should make an application under this scheme for improvements to the Millennium Gardens.
  1. WIGMORE SCHOOL CELEBRATION EVENING 7 NOVEMBER:

17.1 To confirm the annual £30 donation to sponsor an Award for a student.

17.2 To confirm attendance by a councillor on behalf of Wigmore GPC.

  1. TO NOTE INFORMATION ITEMS, CORRESPONDENCE & TRAINING: To note and action as To request and authorise training sessions.
  1. TO RAISE MATTERS FOR NEXT SCHEDULED MEETING: Monday 11th November 2019

  1. EMPLOYMENT: To note the Clerk’s resignation and consider all aspects for the recruitment of a new Clerk.
