Parish Councillors are summoned to attend a scheduled meeting of the Parish Council on Monday 11th November 2019 at 7.30pm in Wigmore Village Hall.

AGENDA

  1. TO RECEIVE APOLOGIES FOR ABSENCE.
  1. TO RECEIVE DECLARATIONS OF INTEREST & WRITTEN DISPENSATION REQUESTS.
  1. OPEN SESSION: To hear views and receive presentations and brief reports as follows:
  • 1 Mortimer Ward Councillor Carole Gandy
  • 2 To hear the views of residents on Parish matters in respect of the business on the agenda.
  1. TO ADOPT THE MINUTES OF THE PREVIOUS MEETING: – 14th October 2019
  1. FINANCE:

5.1 To consider the initial findings of the Budget Setting Group and decide on the next steps (this may have particular impact on items 6, 8.1 and 12.3 of this agenda).

5.2 To approve payments from General Funds as listed on the Information sheet.

  1. STREETLIGHTS: To consider Hfds Council’s offer to take over responsibility for the streetlights.
  1. MORTIMER VILLAGES WEBSITE: To consider upgrade to website as recommended in independent report.
  1. HIGHWAYS:

8.1 To consider applying for a stopping up order to erect bollards on Bury Lane that will close off the lane to through traffic.

8.2 To consider the quote for installing a Wigmore village sign on the C1019 at the start of the village.

8.3 To receive a report from Councillors Malcolmson and Hodgetts regarding obtaining Traffic Restriction Orders (TROs) for installing a 40mph limit for the villages of Pipe Aston and Elton; and to consider supporting this application at no expense to WGPC.

  1. PLANNING:

9.1 To consider comments on the following application to be determined by Herefordshire Council:

193218 & 193219 – Elton Hall, Elton, SY8 2HQ – Proposed single storey boiler house and rebuilding of damaged garden wall (Part retrospective)

193695 – Brook Dale, Wigmore HR6 9UA – Work to trees in a Conservation Area: Trees to be removed to enable all new landscaping and drive with parking area: 5no. Apple, 2no. Damson, 1no. Victoria, 1no. Oak, 1no. Leylandii, 1no. Pear, 1no. Cherry, 1no. Hazel and 1no. Unknown. 193788 – Wigmore Hall, Wigmore, HR6 9UL – Work to trees in a Conservation Area: Propose to fell T1 Scots Pine. Fell T2 Ash. Fell T3 Cherry. Fell T4 Cherry. Crown lift Liriodendron (Tulip Tree) T5. T6 through to T13 fell Leylandii.

193744 – Barn (The first on the right in Novel Lane) to the South West of Garden House, Leinthall Starkes, SY8 2HP – Proposed conversion of single storey barn to form a new dwelling with detached garage.

9.2 Updates on previous planning applications – see Information sheet.

  1. WIGMORE VILLAGE HALL: To consider WGPC support for a memorial plaque to be put on the Village Hall commemorating those who did not return after World War II.
  1. PUBLIC REALM MAINTENANCE:

11.1 To consider asking the environmental/public realm working group to:

1) liaise with those councillors that are currently seeking quotes for ground work on Kings/Queens Meadow (CT), and the Community Field (RW);

2) review all existing arrangements with grounds contractors currently working on the public realm;

  • consider and cost any necessary additions to the current public realm work (such as pro-active drain clearance, etc)-

with a view to finalising a report for presentation to the full Parish Council at the February 2020 meeting so that a decision can then be made on the issuing of Public Realm Contracts for 2020/21. The overall cost of this public realm work should be limited to no more than £3500 for the financial year 2020-21.

  1. BURY LANE COMMUNITY & PLAYING FIELD:

12.1 To consider quotes for grounds maintenance of the field for 2020-21

12.2 To consider the present condition of the pump track and options for its future maintenance.

12.3 In light of the financial input that is likely to be required from the WGPC budget, to consider whether to continue support for the Community Field Project

  1. WIGMORE CHRISTMAS TREE: To consider purchase and installation of a Christmas tree and solar powered lights on the Millennium Green, Wigmore.
  1. TO NOTE INFORMATION ITEMS, CORRESPONDENCE & TRAINING: To note and action as To request and authorise training sessions.
  1. TO RAISE MATTERS FOR NEXT SCHEDULED MEETING: Monday 9th December 2019
