Very shaded and crowded area of the lane with other more dominant trees on the other side of the narrow lane. 2) 1 x Ash in a similar poor state, as above 3) Sycamore in a poor state, growing out of the wall of soil, tree roots and stone. 8. To consider response to Herefordshire Local Plan 2021-2041 Strategic Spatial Options Consultation. Deadline 28 Feb.
9. Planning Working Group. To consider membership of the Working Group.
10. Litter / Fly Tipping. To consider how to raise awareness of this persistent problem across villages and rural areas.
11. The Queen’s Platinum Jubilee. To note the Village Hall is making arrangements to celebrate the Jubilee, and to consider the Parish Council’s involvement.
12. Communication. To consider the Church Parish Magazine as an option for communicating with residents.
13. Lengthsman.
13.1. To consider applying for Grant from Herefordshire Council.
13.2. To consider quotations for:
13.2.1. Rolling Bury Lane Playing Field
13.2.2. Removing leaves/vegetation on path between A4110 & school playing fields.
13.2.3. Cutting and removing grass (to corner of site) at wildflower area of Bury Lane Playing Field.
14. Working Groups. To consider recommendations and agree further action:
14.1. Bury Lane Playing Field.
14.1.1. To note date of monthly inspections of play equipment.
14.1.2. To consider reducing size of Wildflower area, for ease of maintenance and to reduce costs.
14.1.3. To consider avenue of memorial trees in the Field, to be provided by individuals.
14.2. Tree Warden.
14.2.1. To consider condition of Oak tree at White House Farm reported to Herefordshire Council and request for Tree Preservation Order.
14.2.2. To consider proposed location for Elm tree, to be planted in celebration of the Queen’s Platinum Jubilee, and to consider covering costs of tree guard.
14.3. Finance Working Group. To consider date for meeting to discuss Risk Management Scheme, Asset Register, Financial Regulations, bank reconciliations and accuracy of clerk’s pay.
14.4. Closed Churchyard
14.4.1. To note vegetation may be removed from steps without applying for a Faculty from the Archdeacon and that one may be required (List B) if repointing or relaying masonry.
14.4.2. To consider removal of Ivy from tombstones/trees and whether task can be undertaken by the Volunteers Group.
13.5. Volunteers Group
13.5.1. To consider Group Activity on Sunday 20 February to prepare ground for planting hedge, and a second meeting on 27 February to assist with planting hedgerow, and finish putting up a fence.
13.5.2. To consider
(a) Purchase of 12 more ‘Slow Down’ signs – 2 of each design – cost (to be confirmed) approx £72 net.
(b) Purchase of lawnmower for use in Leinthall Starkes.
14. Public Rights of Way
14.1. WQ6. To consider following up response from Balfour Beatty that the bridge is considered to be in an incorrect position, and question why no timescale can be set for re-opening the path.
14.2. WQ2. to consider putting up a way marker sign at the A4110 end of the path.
15. St James Church, Wigmore. To consider contacting the Diocesan Office to request an update on the long-term plans for the church, for the information of residents.
16. Streetlights. Standing item until completed.
16.1. To consider assisting with legal costs in relation to wayleaves on two properties with streetlights.
16.2. To consider arrangements for any streetlight not adopted by Herefordshire Council.
16.3. To consider any action required to further arrangements for transferring responsibility of 10 streetlights from Wigmore Group Parish Council to Herefordshire Council.
16.4. To note update following damage to property on Castle Street from falling streetlight.
17. Information items, correspondence & training. To note and action, as necessary.
17.1. To consider request that householders be asked to cut back hedges protruding over pavement on Ford Street.
17.2. To note Countrywide Grounds Maintenance has cleared path between A4110 and School Playing Fields free of charge. See also 12.2, quote for future clearance in autumn 2022.
