  1. TO RECEIVE APOLOGIES FOR ABSENCE.
  1. TO RECEIVE DECLARATIONS OF INTEREST & WRITTEN DISPENSATION REQUESTS.
  1. OPEN SESSION: To hear views and receive presentations and brief reports as follows:1 Mortimer Ward Councillor Carole Gandy. (Written reports for both November and December meetings to be submitted)
  1. 2 To hear the views of residents on Parish matters (15 minutes maximum on this agenda item).
  1. TO ADOPT THE MINUTES OF THE PREVIOUS MEETING: – 11th November 2019
  1. FINANCE:

5.1 To consider the latest update of the Budget Setting Group and decide on the next steps.

5.2 To approve payments from General Funds as listed on the Information sheet.

  1. MORTIMER VILLAGES WEBSITE: To hear a report from Councillor Watson and to consider an upgrade to the website as recommended in an independent report.
  1. ENVIRONMENTAL WORKING GROUP / PUBLIC REALM MAINTENANCE:

7.1 To consider approval of the list of tasks produced by the working group. These tasks to then form the basis of negotiations with potential contractors.

  1. HIGHWAYS:

8.1 To consider options for traffic calming or other traffic restriction measures in Bury Lane, including the possibility of introduction of a one-way system.

8.2 To consider the request for a speed camera on the C1019 near Bury Lane.

  1. PLANNING:

9.1 To consider comments on the following application to be determined by Herefordshire Council:

193761 – 23 Ford Street Wigmore Leominster Herefordshire HR6 9UW, Proposed dropped kerb.

194011 – Cider House, Wigmore Hall Wigmore Leominster Herefordshire HR6 9UL, Proposed works to Tulip Tree T1 reduce lateral branches overhanging Cider Cottage and Beech Tree T2 remove large dead fallen bow in jeopardy of falling and causing further damage and removing further branches to equalise weight of remaining canopy.

193911 – Marlbrook Hall, Leinthall Starkes SY8 2HR, Erection of an extension to an existing poultry unit including silos and all associated works. This application is not within any of the WGPC parishes, but near the Parish boundary. Herefordshire Council are therefore consulting WGPC out of courtesy and because they welcome local views.

  1. BURY LANE COMMUNITY & PLAYING FIELD:

10.2 To consider the present condition of the pump track and options for its future maintenance.

  1. PUBLIC RIGHT OF WAY BETWEEN LEINTHALL STARKES AND WIGMORE: To consider whether to give support in principle to a resident who wishes to investigate the possibility of creating a new off-road Public Right of Way.
  1. TO NOTE INFORMATION ITEMS, CORRESPONDENCE & TRAINING: To note and action as necessary. To request and authorise training sessions.
  1. WGPC MEETING DATES 2020: To agree meeting dates for the calendar year 2020.
  1. TO RAISE MATTERS FOR NEXT SCHEDULED MEETING: Monday 13th January 2020
  1. A RESOLUTION WILL BE PASSED TO EXCLUDE MEMBERS OF THE PUBLIC DUE TO THE CONFIDENTIAL NATURE OF THE FOLLOWING ITEM:

To consider correspondence received in connection with overtime payments to be made to the Clerk, and to consider approving that payment.
