Councillors are summoned to join the scheduled Parish Council Meeting on
Monday 12 July 2021 at 7.00pm at Wigmore Village Hall

The Press & Public are cordially invited to attend.
If more than 6 members of public are present, the meeting may be moved outside (weather permitting) or closed, due to COVID-19 restrictions. Names and contact details of members / public attending will be collected by the Clerk and kept for 21 days for track and trace purposes. Residents are encouraged to wear face masks.

1. Apologies. To receive apologies for absence.
2. To receive Declarations of interests and written requests for dispensations.
3. Open Session
3.1. To receive report from Ward Cllr Carole Gandy
3.2. To receive views of residents on parish matters.

4. Minutes. To approve minutes of the scheduled meeting 14 June 2021.

5. To consider deadline for applications for co-option after 14 July 2021.

6. Finance
6.1. To agree new bank signatory.
6.2. To receive Quarter End report from the Responsible Financial Officer and agree actions arising.
6.3. To note Current Account balance £37,179.13 including £24.90 DD paid to Southern Electric for Streetlights on 21 June; £534 to Countrywide Grounds Maintenance on 6 July and £2,564.84 VAT reclaim received on 14 June.
6.4. To agree payment of next hall hire invoice (for this meeting) be made upon receipt.
6.5. Ringfenced funds and Payments. To note ringfenced funds and approve payments – see Appendix 1.

7. Planning. To consider responses to applications to be determined by Herefordshire Council:
P211968/FH – Full Householder Wigmore, Mortimer, Rose Cottage Castle Street Wigmore Leominster Herefordshire HR6 9UB, Proposed application for variation condition 2 following grant of planning permission 173266 (Proposed 2 storey side extension)- to use timber cladding, in place of cement render. Deadline 8 July, extension requested 18 June.

8. To receive an update on Planning Matters re Holiday Home Park to the rear of the Castle Inn and agree appropriate action.

9. Section 106 Parish Wish List. To consider the needs of the community and requests for new infrastructure under Section 106 in response to request from Yvonne Coleman, Planning Obligations Manager, Herefordshire Council.

10. To consider response to Herefordshire Council on Strategic Housing Provision in the Parishes.

11. SNT Leominster – West Mercia Police
To note Contact contract, email updates and attendance at two Parish Council meetings per year and Policing priorities,1. Road safety/speeding; 2. Parking on pavements e.g. Ford Street and too near junctions e.g. Castle Street/A4110 and Barnett Lane/A4110; 3. Theft from rural properties and farmsteads.

12. Highways / Public rights of Way
12.1. Junction at A4110 and Barnett Lane. To consider complaints from residents of hazards arising from cars parked in Barnett Lane.
12.2. To consider verge cutting on C and U roads.
12.3. To select style of bin for dog faeces, to be placed at public right of way at School Lane
12.4. To consider action on provision of Horse signage for Elton and Pipe Aston.

13. Village Volunteer Groups. To consider organising groups to undertake minor works not covered by Balfour Beatty or the Lengthsman, and to monitor works carried out by contractors.

14. Mortimer Voices. To consider options for the future of Mortimer Voices

15. Bury Lane Community Field.
15.1. To note monthly inspection of play equipment.
15.2. To consider seeking further advice on establishing the wildflower meadow.
15.3. To consider action on safety fence having not received a response from the landowner.

16. Streetlights. To consider any action required to further arrangements for transferring responsibility of 10 streetlights from Wigmore Group Parish Council to Herefordshire Council.

17. Assets – to receive condition reports following decision at June meeting
17.1. Condition of car park at the Community Field
17.2. Trees on Poors Wood Common
17.3. Phone box at Cross of the Tree
17.4. Board at Millennium Green may be surplus to requirement.

18. Information items, correspondence & training. To note and action, as necessary.

19. To raise matters for next scheduled meeting: Monday 13 September 2021 there being no scheduled meeting in August.

A resolution will be passed to exclude the press and public from the following confidential item.
20. To receive report following the Clerk’s appraisal on Thursday 1 July.
